Consular Warden System

The numerous natural disasters and emergency situations across the world in recent years underscored the importance of an effective system which allows the Consulate-General to quickly contact Singaporeans in an emergency.

How to join

If you are residing in our consular district for a period of six months or longer, we would like to encourage you to join the Warden System. This can be easily done through the eRegister online e-service or the MFA@SG mobile app or by providing the Consulate-General your local contact details through email. It is important that you provide your residential address, postal code and local mobile number so that we could group you under the right ward. There is no joining fee.

The eRegister and Consular Warden System are voluntary and free services. Please note that the Consulate-General does not include personal data submitted to us for other purposes, such as passport and citizenship applications, in the eRegister or the Consular Warden System due to personal data protection regulations. Singaporeans who have met consulate officers will also not be included if they did not register. In an emergency, the Consulate-General will first reach out to those who in the eRegister and Consular Warden System.

Companies based in our consular district with 10 or more Singaporeans, including spouse and children, may also email us to form a Company Ward. The current Company Wards are listed at the end of this page.

How it works

eRegistrants are grouped into wards based on geographical proximity (i.e. by district) or by company. Each ward is led by Wardens who are volunteers among the ward members. Wardens are our community leaders and they are critical to the effectiveness of the Warden System in the event of a crisis. We are looking for committed individuals who wish to serve the community and is likely to continue residing in our consular district for the next few years. You may send the Consulate-General an email if you wish to find out more about the roles and responsibilities of Wardens and to volunteer your service. For ease of communication, a chatgroup is also created for each district ward in Wechat.

In the event of a crisis, the Consulate-General will notify the Wardens to account for their members. The Consulate-General and Wardens will try to contact Singaporeans who are unaccounted for to ascertain their whereabouts and safety.

Should a Next-of-Kin contact the Ministry for Foreign Affairs in Singapore or the Consulate-General for information about their loved ones during a crisis, based on the information received via the Consular Warden System, we would be able to assure them accordingly.

Where necessary, the Consulate-General sends out advisories and other important announcements to all ward members through the Wardens.

Change of details

If you have any near term plans to relocate within Shanghai, Jiangsu, Zhejiang or Anhui, please inform your wardens with your new address as well and the date of your planned relocation. If you have left or are planning to leave Shanghai, Jiangsu, Zhejiang or Anhui for good, please inform us as well and indicate your planned departure date so that we can keep the list updated.

Should you come across any Singaporeans in your neighbourhood who wish to join the Warden System, please advise them to eRegister via https://eregister.mfa.gov.sg or download the MFA@SG app and we will include them as soon as we receive their particulars.
