Loss of Singapore Passport
Information on what to do if you have lost your passport while travelling or residing in Mainland China, and applying for a Document of Identity for urgent return to Singapore.
Important Notice
Please check all your belongings before reporting the loss, as passports reported lost with ICA cannot be used, even if later recovered. If you recover your passport after submitting the loss report, you must surrender it to ICA within 14 days, as required under the law (Passports Act 2007).
Reporting Loss of Passport Procedure
The Consulate-General provides assistance to Singaporeans who had lost or had their passports stolen while visiting China.
Report Loss of Passport to Local Entry-Exit Administration Bureau
Singaporeans who lost their passports while travelling in China should report the loss to the local Entry-Exit Administration Bureau. Please request a copy of the Confirmation of Loss of Passport Report. If your passport was lost or stolen outside of Shanghai and you wish to depart from Shanghai, the loss report should be lodged with the local Exit-Entry Administration Bureau (in the city that the passport was lost or stolen) and not the police station.

Report Loss of Passport to ICA
You should then report the loss of passport online at the Immigration & Checkpoints Authority (ICA) website with your SingPass. If you wish to return to Singapore immediately, please ensure that you select that your passport was lost overseas, so that you are able to apply for a Document of Identity (DOI).
If you are unable to report the loss online, you may approach the Consulate-General. Please bring along the Confirmation of Loss of Passport Report and one passport-sized photograph (instant photograph is acceptable). You should also provide documentary evidence of your Singapore citizenship (the document should preferably have your photo on it, e.g., NRIC or Singapore Driving License), if available.
Obtain Exit Permit
With the DOI, you may be required to go to the local Entry-Exit Administration Bureau (EEAB) to obtain an Exit Permit before you can depart China. You should contact EEAB to confirm if an Exit Permit is required, as they are the governing authority who will be able to provide the most accurate advice. It may take up to 7 working days to obtain the Exit Permit for foreigners who have lost their passports in China.
Returning to Singapore
Upon your return to Singapore, you will need to surrender the DOI and apply for a new passport at ICA.
Singapore Citizens Working or Studying in Mainland China
