You are invited by the Government of the Republic of Singapore as represented by the Consulate-General of the Republic of Singapore in Shanghai, China under the Ministry of Foreign Affairs (“Authority”), to participate in this Invitation to Tender (“ITT”) for the Upgrade of Heating, Ventilation and Air-Conditioning (HVAC) system (for the Office and Common Area), and Building Monitoring System (BMS), with the Option to Exercise one (1) year of Comprehensive Maintenance for the Consulate-General of the Republic of Singapore in Shanghai.

2          This ITT contains the following:

a)                   Covering Letter;

b)                  Annex A – Form of Tender;

c)                   Annex B - Instructions to Tenderers;

d)                  Annex C - Conditions of Contract;

e)                   Annex D - Requirement Specifications with Evaluation Criteria; and

f)                    Annex E – Form of Agreement.

3                    The prescribed Form of Tender attached to this Covering Letter must be fully completed. 

4                    Your Tender Offer must be fully completed and submitted in accordance with this ITT. You are advised to read carefully all documents enclosed in this ITT before submitting your Tender Offer.
