You are invited by the Government of the Republic of Singapore as represented by the Consulate-General of the Republic of Singapore in Shanghai under the Ministry of Foreign Affairs (“Authority”), to participate in this Invitation to Tender (“ITT”) for the Comprehensive Maintenance of the Heating, Ventilation and Air-Conditioning (HVAC) System for the Office and Common Area at the Chancery for the Consulate-General of the Republic of Singapore in Shanghai for one (1) year with an option to extend for another one (1) year.

  以新加坡共和国外交部下属之新加坡共和国驻上海总领事为代表的新加坡共和国政府（“招标人”），特此邀请贵方参与新加坡共和国政府关于对新加坡共和国驻上海总领事馆办公和公共区域供应暖通系统全面保养维修之报价（“报价邀请书”）。本合同规定的方式在为期一（1）年内有效（“合同期限”）,也可向承包方发出书面通知对本合同进行为期一（1）年的延展之投标（“招标”）。

2 This ITT contains the following:

3 The prescribed Form of Tender attached to this Covering Letter must be fully completed. 

  投标人必须完整填写本附言随附的规定投标表格。 

4 Your Tender Offer must be fully completed and submitted in accordance with this ITT. You are advised to read carefully all documents enclosed in this ITT before submitting your Tender Offer. 

  贵方的投标书必须按照本招标书完整制作和提交。建议贵方在提交贵方投标书前仔细阅读附于本招标书的所有文件。
